He told BBC Cornwall: "You need dedication as a young boy, because if you're good enough you'll be spotted.
"If I see someone who's got a lot of ability then I wouldn't hesitate to try and get that child a go in goal."
Miller currently plays for Bodmin Town in the South West Peninsula League, and is also involved in helping young footballers in Cornwall.
With Cornwall one of the few counties not to have a team in the Football League, Miller said the idea that opportunities for young footballers in the county are limited, does not still ring true.
He said: "I do a lot of goalkeeping schools down here throughout the year and I've got contacts with Exeter, Torquay and Bolton.
"There's always scouts around," he added. "Mike Radford [football secretary] has been at Exeter for many years and he still comes down, so there's avenues."
Cornwall's list of footballers who have broken in to the top-flight of the game is not a long one.
Former Leeds and Crystal Palace goalkeeper Nigel Martyn, and Everton's 1966 FA Cup final-winning winger Mike Trebilcock are two of the better-known Cornish names who have played at the highest level along with Miller.
And for Miller his place on that list is largely down to the influence of his father.

"I didn't want to go up to Exeter on one particular Friday," he said.
"But my late father actually drove me to Exeter and forced me to stay, because the best piece of advice he ever gave me was 'if you don't go and have a try you'll never know'.
"You're better off going and failing than not going, and then thinking 10 years down the line 'I wonder what I'd done if I'd gone and played for that team'."
During his career, which has spanned four decades, Miller has also played for Watford, Birmingham City, Crystal Palace, Barnsley, Bristol Rovers, Derby, Southampton and Torquay.
