Steve Tully and Scott Golbourne were both dismissed in the 5-1 defeat against Colchester, but Tisdale felt they had a good chance of having their one-match suspensions lifted.
But after spending ?1,000 on their appeal to the Football League the bans were upheld and the Grecians duo missed the 1-0 victory over Swindon on Tuesday.
"I thought we had a very good chance (of success with the appeal)," Tisdale told the Express and Echo. "Steve Tully did nothing more than make a clean tackle and Scott Golbourne did nothing other than be close to the chap when he decided to fall over.
"I'm disappointed. We wouldn't have spent ?1,000 if we didn't think it was worth it. We don't have a great deal of money so to spend ?1,000 shows we thought we had a good chance of at least one being rescinded."
When asked if he would consider appealing in the future, Tisdale added: "We will see."
